Franklin County Has Highest Number Of Provisional Ballots In Ohio
The voting rights group All Voting Is Local released a report this week showing that Franklin County has the most provisional ballots in the state. Provisional ballots are cast when there’s questions about a voter’s eligibility on election day. The Board of Elections must resolve those questions before that person's vote counts.

More voters in Franklin County cast provisional ballots in November 2018 after their eligibility was questioned, and more of those votes were tossed before the final counts, compared with Ohio’s other 87 counties, according to an analysis released Thursday by a voter advocacy group.
