Prior to joining All Voting is Local, Garcia worked as a staff attorney for the Florence Immigrant and Refugee Rights Project, where he represented unaccompanied children. He has also worked for the U.S. House of Representatives, the Salt River Pima-Maricopa Indian Community, the Pascua Yaqui Tribe, and the Arizona Secretary of State.

Garcia served on the Tempe Union High School District Governing Board as president and vice president, where they represented 12,000+ students, 1,300+ staff, and 160,000+ residents.

Garcia holds a bachelor’s in global studies, a Master of Legal Studies, and a juris doctor from Arizona State University’s Sandra Day O’Connor College of Law.
